A South African government tender requires, at minimum: active CSD registration, a valid Tax Compliance Status PIN, a B-BBEE affidavit or certificate, CIPC registration documents, and a COID letter of good standing where you have employees. Construction work adds CIDB registration at the correct grade. Most bids that fail are disqualified at the compliance stage, before anyone opens the pricing envelope.

That last point is the one worth internalising. Losing on price is a commercial outcome. Being disqualified because a document expired three weeks earlier is an administrative failure, and it is entirely preventable.

CSD registration

Compulsory before any organ of state can transact with you. Free, done at the National Treasury portal.

What goes wrong: the registration shows as incomplete because verification failed — most often because your SARS tax status is non-compliant, or your banking details are not in the entity's exact registered name.

Tax Compliance Status PIN

The most common single point of failure, because it is verified live.

Under the old system a paper certificate was valid for a year regardless of what happened afterwards. A TCS PIN gives the evaluation committee a real-time window into your status — so a VAT201 that lapses between bid submission and adjudication shows as non-compliant at exactly the wrong moment.

Four things make you non-compliant: outstanding returns on any tax type including nil returns, outstanding debt including penalties, an unverified registered representative, and a tax type you should be registered for but are not.

B-BBEE affidavit or certificate

Under R10 million turnover: a sworn affidavit is sufficient and costs nothing. An EME is automatically Level 4, Level 2 if more than 51% black owned, and Level 1 if 100% black owned.

R10 million to R50 million: a verification certificate, unless more than 51% black owned, in which case an affidavit also works.

What goes wrong: it expires. Twelve months from signature, and an expired affidavit is worth nothing.

COID letter of good standing

Required where you have employees, and effectively mandatory for any work on a site.

It requires: COIDA registration, a current Return of Earnings, and a paid assessment. Where the Return of Earnings is outstanding, the letter cannot be issued — and that is not a two-day fix.

CIPC documents

A current disclosure certificate showing directors and company status, plus the registration certificate.

What goes wrong: the company shows as non-compliant because annual returns are outstanding, or beneficial ownership was never filed — which blocks the annual return entirely.

CIDB registration, for construction

Your grade determines the maximum contract value you may tender for. Grading is based on financial capability and track record, and the financial evidence comes from your annual financial statements.

Plan an upgrade a year ahead. You cannot upgrade in the week a larger tender appears.


The five reasons bids get disqualified

1. An expired document. B-BBEE affidavit past 12 months, COID letter lapsed, bank letter older than the specified period.

2. Non-compliant tax status at adjudication. You were compliant when you submitted and a return fell due before award.

3. Incomplete CSD verification. The record exists but shows outstanding verification.

4. Missing or incorrectly completed bid forms. The SBD forms — declarations of interest, declaration of bidder's past supply chain practices, and the pricing schedule — must be completed exactly as specified and signed. An unsigned form is a disqualification.

5. Details that do not match across documents. The registered name on your CIPC certificate, your CSD record, your bank letter and your bid document must be identical. A trading name in one and the registered name in another creates a discrepancy the evaluation committee must act on.

None of these relate to whether you can do the work.

What the financials need to show

For contracts of any size, the evaluation looks beyond compliance to capability.

Signed annual financial statements, often two or three years, sometimes independently reviewed or audited depending on the value.

What they are assessing: whether you can fund the work. A contract requiring R2 million of working capital awarded to a business with R180,000 of equity and a stretched creditors book is a risk to the department, not just to you.

Practical implication: current, credible financial statements are a competitive advantage in tendering, not just a compliance item.
