For

South African EMEs and qualifying small businesses

You don't need an expensive B-BBEE certificate to prove your empowerment status. Exempted Micro Enterprises (turnover under R10 million) and many Qualifying Small Enterprises can use a simple sworn affidavit instead — and it carries the same weight on tenders and supplier applications. The catch is getting your level right and wording the affidavit correctly.

Smartbook helps you confirm your annual turnover, work out your B-BBEE level based on your ownership, and produce a valid affidavit ready to be sworn in front of a commissioner of oaths. It's a free tool for Smartbook clients, and it's often the difference between winning points on a tender and being marked down.

Common questions

What is a B-BBEE affidavit?

It's a sworn statement confirming your annual turnover and Black ownership, used to prove your B-BBEE status. For EMEs and qualifying QSEs it replaces a full B-BBEE certificate and is accepted for tenders and supplier applications.

Who can use an affidavit instead of a certificate?

Exempted Micro Enterprises (turnover under R10 million) and, in many cases, Qualifying Small Enterprises that are majority Black-owned. Larger or generic-scorecard businesses usually need a verified certificate.

What B-BBEE level will I get?

An EME is automatically at least Level 4, and can reach Level 1 or 2 with higher Black ownership. Your exact level depends on your ownership, which we work out with you before drafting the affidavit.

Is it really free?

Yes — it's one of our free tools for Smartbook clients. We help you confirm your level and produce the affidavit at no charge; you only pay the commissioner of oaths nothing, since that service is free at police stations and many banks.

Does the affidavit need to be signed by anyone official?

Yes. It has to be sworn in front of a commissioner of oaths — available free at police stations, and often at banks and post offices. We tell you exactly how and where to do it.

How long is it valid?

A B-BBEE affidavit is generally valid for 12 months from the date it's sworn, after which you renew it with your latest turnover. We can help you refresh it each year.
